Study in Germany for free: what’s really free in 2026

Which German universities charge no tuition, which states do charge non-EU students, and the costs you still pay even when tuition is zero.

Most public universities in Germany charge no tuition for bachelor's and most master's programmes, including for Indian students. You still pay a semester contribution of about €70 to €430, which often includes a local transport ticket. Two exceptions matter: universities in Baden-Württemberg charge non-EU students €1,500 a semester, and Bavarian universities may charge non-EU students several thousand euros a semester. For the visa you must also show €992 a month (€11,904 a year) for living costs.

Is university really free in Germany for Indian students?

Yes, at most public universities. According to the DAAD, public universities generally charge no tuition for bachelor's or most master's programmes, and this applies to international students too. The main exceptions are some master's programmes and two states that charge non-EU students.

What do I still pay if tuition is free?

  • Semester contribution: €70 to €430 per semester. It funds student services and the student union, and often includes a public transport ticket.
  • Living costs: the DAAD estimates €900 to €1,200 a month, depending on the city.
  • Visa funds: you must show €992 a month, usually through a blocked account of €11,904 for the first year. Setting one up typically costs €70 to €150.
  • Health insurance, APS and visa fees: see our Germany student visa guide.

Can I get into a tuition-free programme?

  • Your degree must be recognised for the programme. Many master's programmes ask for a related bachelor's and a minimum grade.
  • Language: many master's programmes are taught in English and accept IELTS or TOEFL; German-taught programmes need German. See Germany without IELTS.
  • APS certificate: most Indian applicants need it before the visa.
  • Competition: free programmes are popular, so strong marks, a clear statement of purpose and relevant projects matter.

How should I plan for a free master's in Germany?

  • Shortlist public universities outside Baden-Württemberg and Bavaria if cost is your main concern, then add a few in those states as stretch options.
  • Check each programme's fee line: “no tuition fees” and the semester contribution are listed separately.
  • Budget for living costs and the blocked account first; an education loan or the DAAD scholarship can help.
  • Watch winter and summer semester deadlines in our 2027 intakes guide.
