Study in Canada without IELTS: what actually works in 2026

“Without IELTS” means proving your English another way, not skipping it. Here is how the study permit, the university and the PGWP each treat language.

You can study in Canada without IELTS if your university accepts another proof of English, such as a medium-of-instruction (MOI) letter, the Duolingo English Test, PTE Academic or TOEFL. IRCC’s study permit document list does not include a language test, so the requirement comes from each university. But the PGWP after graduation needs language results (CLB 7 for degrees, CLB 5 for colleges) for most applicants, so skipping IELTS now does not remove the test later.

Does the Canadian study permit require IELTS?

IRCC’s list of documents for a study permit asks for a letter of acceptance, a Provincial Attestation Letter in most cases, proof of identity, proof of funds, and sometimes a letter of explanation. It does not list an English test. The English requirement is set by the university or college that admits you.

The Student Direct Stream, which used to ask for specific English scores, ended in November 2024, so every applicant now uses the regular study permit process. That makes your university’s English policy the part that matters most.

What are the ways to prove English without IELTS?

Each Canadian university and often each programme decides which of these it accepts, so confirm on the programme page before you pay any fee:

RouteWhen it usually worksWatch out for
Duolingo English TestMany universities accept it for admissionMinimum scores are set per programme; not every programme accepts it
PTE Academic or TOEFL iBTWidely accepted alternatives to IELTSRequired scores differ by university
MOI letterSome universities accept a letter from your previous university stating English was the medium of instructionAcceptance rules differ; some ask for a recent degree or an interview
Conditional offer with an English pathwayYou complete an academic English course first, then start your degreeExtra time and cost; confirm the pathway counts toward your permit

This is a general guide, not a list of universities. Always check the programme's own English page.

Does skipping IELTS affect my work permit later?

Yes, it can. Since 1 November 2024 most Post-Graduation Work Permit applicants must provide language results. The levels are CLB 7 for a bachelor’s, master’s or doctoral degree and CLB 5 for a college or polytechnic programme, in all four language skills. IRCC accepts approved tests for this purpose, so plan to take one before you apply for the PGWP even if your university did not ask for IELTS. Read our post-study work visa comparison.

What should I do step by step?

  • Shortlist programmes and open each one’s English-language page.
  • Note exactly which proofs it accepts, the minimum scores, and any deadline.
  • Get the proof you need: book a Duolingo, PTE or TOEFL test, or ask your previous university for an MOI letter.
  • Accept your offer, pay the deposit, and get your Provincial Attestation Letter as the university directs.
  • Show your funds: for applications from 1 September 2026 IRCC asks for CAD 23,448 for living costs, plus tuition and travel. See MS in Canada cost.

What warnings should I know about?

  • Be careful with anyone who promises “no IELTS and guaranteed visa”. No consultant controls a visa decision.
  • “Without IELTS” does not mean cheaper tuition or a scholarship.
  • A university may accept your proof for admission, while visa officers still assess your study plan and finances.
